On April 18, 1953, Dr Akoto Osei was born in Sunyani, the administrative center of the Bono and then Brong Ahafo Regions.
He attended Opoku Ware Senior High School and Achimota School for his secondary school. He continued his education at Ohio’s Oberlin College, where he earned a bachelor’s degree in economics.
He graduated from the American University in the United States with a Master of Arts in Applied Economics.
He also earned a Ph.D. in economics from Howard University in 1987.

He formerly held positions as a research assistant at the Institute for Policy Analysis in Ghana and as an associate professor at Dillard University (USA).
In May 2003, Osei served as the government’s top economic advisor while serving as the deputy minister for Finance and Economic Planning.
After the passing of the previous Minister Kwadwo Baah Wiredu, he was appointed to the position of substantive Minister for Finance and Economic Planning.
